easylocal::write_irace_stub
Writes the files of an irace scenario for a program to stub.directory, which it creates: parameters.txt (the parameters to tune and, commented out, the others with a range to start from), fixed.conf (the values every run starts from), target-runner (the script irace calls), scenario.txt, instances.txt and configurations.txt.

The files are a stub to edit: one that exists is kept as it is, except configurations.txt (the current values, as a first configuration), which is rewritten each time to agree with parameters.txt as it is on disk, its values moved into the ranges. Returns the files written and kept, and the errors; with an invalid range, nothing is written, and with no parameter to tune yet, no configurations.txt.
