easylocal::runners::tabu::Frequency
TS5, frequency-based long-term memory (Glover and Laguna's transition measure): a move is tabu while the attribute of its moves (tabu_attribute) has been applied in more than threshold of the iterations so far.

Its tenure is the iterations before that frequency falls to the threshold. It needs the neighborhood's tabu_attribute, not its inverse.
